Description
This is a notice of intent to consolidate/bundling requirements IAW RFO 7.107-3 Notifications. The AFLCMC/HNCK Platform One (P1) contracting office plans to solicit an offer for a non-personnel services contract to provide Platform One's value streams and support streams with secure, scalable, and user-focused software solutions within a modern Agile and DevSecOps environment, while also providing side by side mentorship to Airmen in the Platform One Software Development Flight. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to build, maintain and execute rapid capability delivery through a secure and scalable agile software development framework. The acquisition team is seeking a solution that enables software delivery of a production-ready Minimal Viable Products within 30-90 days of contract award, followed by continuous delivery of enhancements through iterative release cycles. These services will operate within an Agile framework aligned to Platform One's Program Increment planning cycles and leverage industry standard DevSecOps principles through automated CI/CD pipelines integrated with the platform. A key functionality includes development of secure and resilient self-service features/tools to Platform One and Party Bus Customers, while also ensuring those features and tools are compliant with DoW Impact Levels 2, 4, and 5, maintaining zero trust security standards like automated security scanning and remediation. The contractor shall commit to maintaining existing tools already established in Platform One's Software Dev Flight, while also building new tools, features, and capabilities in conjunction with the Platform One's mission. The contractor will collaborate across Platform One Value Streams and support streams to manage dependencies, maintain aligned roadmaps and backlogs, and provide regular reporting and demos to ensure transparency and mission success. The contractor shall deliver user-centric, scalable applications with maintainable code, while developing and sustaining mission capabilities across the platform. The Contractor shall provide the Platform One Software Development Flight with side-by-side mentoring teaching industry best practices of agile software development, adapting to new coding languages and identifying necessary trainings needed for airmen to be successful in their current position and in future career. Contractor shall commit to a minimum 1 hour bi-weekly training (rotating topics according to software development) to the Software Dev Flight. Contractor shall provide the Platform One leadership team a monthly report on Airmen's progress to include, Mentoring alignment, training provided, skillsets acquired by airmen, targeted trainings and skill sets needed for future. The contracting office has conducted market research that demonstrates the consolidation of three (3) existing Basic Ordering Agreement (BOA) orders to be necessary, justified and in the best interest of the government. The three (3) BOA orders that will be consolidated are: FA830723FB009 FA830723FB010 FA830723FB054 The government intends to solicit and negotiate with the vendor that provides the most technically capable solution under the current Commercial Solutions Opening (CSO) on Platform One Solutions Marketplace (P1SM) in accordance with 10 U.S.C. 3458 and R-DFARS 212.70. The resultant contract will consist of a one- year base period and four (4) one-year option periods.
