Description

The Indian Health Service, Navajo Area, Crownpoint Service Unit in Crownpoint, New Mexico intends to restrict competition and negotiate an award with NWESTCO, LLC (UEI: YLNLSDKSP7K6) for the total upgrade of the current underground fuel storage tank, and its monitoring system. The projected period of performance is: Date of Award to 6 months. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237120 � Oil and Gas Pipeline and Related Structures Construction with a Small Business Administration size standard of $45.0 million dollars. In accordance with RFO 12.201-1 Simplified Procedures for commercial products and services, the Contracting Officer (CO) hereby documents the decision that only one source is reasonably available. The Crownpoint Service Unit requires the immediate repair of its underground fuel storage tank (UST) and associated electronic tank monitoring system. The repairs are necessary to restore the system to full operational status and to ensure compliance with all applicable environmental and regulatory requirements governing underground fuel storage systems. This Notice of Intent to Restrict Competition is not a request for quotations, and a solicitation will not be issued in conjunction with this Notice of Intent. Any vendor that believes it can provide the stated services may provide a capability statement. Verbal responses are not acceptable and will not be considered. Responses to this notice shall be submitted no later than July 25th, 2026 via email to Janice.Martinez@ihs.gov. A determination by the Government on whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition or proceed with a single-source award.
