Description
PRE-SOLICITATION NOTICE This is a Pre-solicitation Notice ONLY. The U.S. Government is conducting Market Research only to determine the availability of qualified sources capable of providing Transfusion Medicine Services - Blood and Blood Products for the Spokane, WA VA Healthcare System and its catchment areas (SVAHCS). Potential Contractors are invited to provide a response via e-mail to Contract Specialist Andrew O Neal at Andrew.O Neal@va.gov by April 17th, 2026 @16:00 (PST). Responses will be used to determine the appropriate strategy for a potential acquisition. Please clearly identify any information your company considers sensitive or proprietary. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quotation (RFQ), or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, or proposals at this time and will not accept unsolicited quotes in response to this Pre-solicitation Notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this Pre-solicitation Notice does not preclude participation in any future Request for Quotation (RFQ), if any is issued. BACKGROUND: The contractor shall provide, upon request and as reasonably available, Spokane HCS requirements for blood/blood components set forth on the Fee Schedule attached hereto and incorporated herein as Attachment A within the Performance Work Statement (PWS) | Statement of Work (SOW). Blood Center will serve as VA Spokane s exclusive provider of Blood Products. In the event Blood Products are not available through Blood Center s local distribution center, Blood Center will use reasonable efforts to coordinate with one or more of its affiliated or other blood centers to secure necessary Blood Products. If Blood Center is unable to furnish Blood Products as requested, VA Spokane HCS shall be free to procure such Blood Products from other sources, but only to the extent and for the duration of such inability.
