Updated 12/03/2025 ********************************************************************************************************************************************** NGA withdraws this notice of intent to utilize the sole-source statutory authority of 10 U.S.C. 3204(a)(1), as implemented by FAR subpart 6.302-1, posted on 02 July 2025, for the GARNET requirement. Additional information related to the GARNET requirement was previously posted to the CLASSIFIED Intelligence-Community-Acquisition Research Center (IC-ARC) website: https://acq-ui.ace.proj.nrp.ic.gov. ********************************************************************************************************************************************** The National Geospatial Intelligence Agency (NGA) intends to issue a sole source contract to Palantir USG, Inc. located at 635 Waverly Street, Palo Alto, CA 94301 supporting mission requirements for the GEOINT AI Repository for NSG Enterprise Tools (GARNET). GARNET has four unique requirements that must be fully integrated with one another: (1) Back-End Platform Integrating AI/ML and Object-Based Production, (2) Front-End Geospatial UI/UX with User-Designed Workflows, (3) Rapidly Deployable, Vertically Integrated Mission-Based Capabilities, and (4) Edge Hardware Support for Disconnected/Disadvantaged Users. The anticipated period of performance consists of a base period of 12 months plus four 12- month option periods. The proposed contract action falls under the statutory authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Pursuant to 10 U.S.C. 3204(a)(1), and as implemented by FAR 6.302-1, �the head of an agency may use procedures other than competitive procedures only when�the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency.� Based on the market research, Palantir is the only vendor capable of supporting mission needs relating to GARNET. THIS NOTICE OF INTENT TO SOLE SOURCE IS IN ACCORDANCE WITH FAR 5.2 AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible sources may identify their interest and capabilities with respect to this requirement. A determination by the Government not to compete this action based on responses to this notice is solely within the discretion of the Government. The Government will not be responsible for costs incurred by interested parties in responding to this notice.
