Description
THIS IS A PRESOLICITATION NOTICE. THIS IS NOT A SOLICITATION. This pre-solicitation notice is issued solely for informational and planning purposes. The Government is not obligated to and will not pay for any information received from potential sources as a result of the synopsis. It does not constitute a solicitation for bid or quotes, and should not be construed as a commitment by the Government. The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to solicit and negotiate a competitive sole source firm-fixed price contract under the authority of 10 U.S.C 3204(a)(1) and in accordance with RFO 6.103-1. The PHNSY & IMF intends to solicit to Northrop Grumman Systems Corporation/Northrop Grumman Marine Systems for maintenance, repair and overhaul of the Ship's Service Turbine Generators (SSTGs) on board a Virginia-Class Submarine. In accordance with CD 2026-O0017 (DFARS PGI 206.103-170(d)) a sources sought notice, N3225326Q0043, was posted to the Government Point of Entry (GPE), SAM.gov from 08 May 2026 to 15 May 2026 to satisfy this requirement. The Government received one response that was deemed to be incapable in performing the requirement. This pre-solicitation notice does not constitute a request for proposals. Submission of any information in response to this notification is purely voluntary and the Government does not assume financial responsibility for costs incurred. This posting serves as a pre-solicitation notice in association with N3225326Q0043 and in accordance with RFO 5.101. A solicitation notice will be posted on or about 02 July 2026.
