Description
The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Price purchase order on a noncompetitive basis with GeoSyntec Consultants, LLC of Boca Raton, Florida. The contractor will provide a literature review of current best management practices performance information for tire wear particle chemicals, perform a GIS spatial analysis of land types and co-located spawning streams of sensitive species at impacted Navy installations, assist in developing a sampling plan, and support sampling activities, detailed BMP evaluation, field work, data analysis, and final report preparation. Based on an approved Justification for Non-Competitive Procurement (JNCP), the agency has identified only one responsible source, and no other supplier will satisfy agency requirements. A redacted JNCP is attached to this Notice of Intent. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. This notice is not a request for competitive quotes; however, interested parties may identify their interest and capabilities in response to this notice, and must clearly show the firms ability to be responsive without compromising quality, accuracy, and reliability. Capability statements, comments, questions, or concerns regarding this notice shall be submitted via e-mail. A copy of the Request for Quote will be made available upon request. All responding vendors must be registered to the System for Award Management (SAM). Information can be found at https://www.sam.gov. Complete SAM registration means a registered UEI and CAGE Code numbers.
