Sources Sought Notice Amendment 0001 Red River Gradient Boundary Survey Original Notice Posted: March 19, 2026 Amendment Date Posted: March 31, 2026 1. Purpose of Amendment This amendment is issued to revise the Market Research Questionnaire and extend the response deadline. 2. Background The Bureau of Land Management (BLM) is conducting market research to determine industry capability and interest for a potential surveying requirement involving a gradient boundary survey along the Red River, consistent with the Supreme Court decision in Oklahoma v. Texas (261 U.S. 340). The work may include surveying and locating portions of the interstate boundary between the States of Texas and Oklahoma along the Red River of the South in accordance with that decision. The Government is considering a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to support this effort. Specific survey tasks would be issued through individual task orders under the IDIQ. Estimated Contract Ceiling: $25,000,000 Estimated Ordering Period: 5 years This notice is issued for market research purposes only and does not constitute a solicitation. Information received will be used solely to assess industry capability, small business participation, and to inform the Government�s acquisition strategy. 3. Anticipated Classification NAICS Code: 541370 � Surveying and Mapping (except Geophysical) Services Small Business Size Standard: $19.0 million PSC Code: R404 - SUPPORT- PROFESSIONAL: LAND SURVEYS-CADASTRAL (NON-CONSTRUCTION) Contract Type: Potential Single-Award IDIQ 4. Requested Information Interested firms are requested to complete the Market Research Questionnaire (attached) and submit it in accordance with the instructions below. The Government is primarily interested in the respondent�s demonstrated capability and understanding of performing a boundary survey consistent with the Supreme Court-defined gradient boundary. Revision Notice: The Market Research Questionnaire has been updated to clarify licensing requirements under Question 3(a). � Previous: Does your firm employ or have access to a Certified Federal Surveyor (CFedS) licensed in Texas and Oklahoma? � Revised: Does your firm employ or have access to a Certified Federal Surveyor (CFedS) who is a Registered Professional Land Surveyor in Texas and a Licensed Professional Surveyor in Oklahoma? No other changes have been made to the Market Research Questionnaire. 5. Submission Instructions Responses are voluntary and for market research purposes only. This notice does not constitute a solicitation. The Government will not reimburse any costs associated with responding. Response Deadline: Is extended to April 9, 2026, by 5:00 PM Mountain Time Page Limit: Responses shall be limited to no more than 10 pages, including the completed questionnaire.
