Description
This Notice of Intent to Sole Source announces the Defense Health Agency (DHA) in support of the Armed Forces DNA Identification Laboratory (AFDIL) to procure maintenance support and software upgrades for the existing Sequencer analysis software as prescribed in FAR6.103-1(b), one (1) responsible source. AFDIL has an annual maintenance/support program for existing Armed Forces Medical Examiner Services (AFMES) owned Gene Code Sequencer software. The maintenance/support program will cover the existing 42 licenses. The annual maintenance agreement will provide unlimited email and telephone technical support, free software updates, USB or parallel port key exchange, free replacement of lost or damaged software discs, and free replacement of lost, damaged or broken hardware dongles. The requirement is for twelve (12) month base and three (3) annual option years to provide annual technical support and software maintenance to include system upgrades. The previous contract option was not exercised (in error) because of an error within GFEBS not showing up. The purchase of the software and maintenance is required for the continued support of the growing mission of AFDIL within AFMES. The North American Industry Classification System (NAICS) for this requirement is 513210 and FSC 7A21. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. Interested concerns must identify their capability in writing to the above email address listed above no later than 3:00 PM ET, 8 April 2026.
