Description

NASA/AFRC has a requirement for Range Facilities and Engineering Support Services. The purpose of this effort is to provide effective operational and engineering support to Dryden Aeronautical Test Range (DATR). Support includes real-time and post-flight mission operations, data acquisition and processing, range communications, flight termination systems, video and tracking systems, configuration management, documentation, preventive/corrective maintenance and support in compliance with NASA standards and AFRC directives. NASA/AFRC intends to issue a sole source contract extension to 80AFRC21C0001 to continue services from ASRC Federal Systems Solutions (AFSS) under the authority of FAR 6.103-1(c)(2)(ii). The work and services covered by the current contract are vital to the NASA mission and must be maintained without interruption while the follow-on contract, Range Operations Support Services (ROSS), is competed. It has been determined that this requirement is available only from the incumbent source for the continued provision of highly specialized services and it is likely that award to any other source would result in unacceptable delays in fulfilling the agency�s requirements. NASA AFRC must therefore ensure continuity of these services to avoid significant adverse impact to the mission. The Government does not intend to acquire a commercial product or commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to jamill.m.richter@nasa.gov not later than 2:00 p.m. PT on April 29, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
