Description

The Naval Air Systems Command (NAVAIR), Patuxent River, MD announces its award to Gartner, Inc. (Gartner) via a Delivery Order under the General Services Administration (GSA) Federal Supply Schedule (FSS) Contract N6600119A0049. This delivery order provides PMA-281 leadership with Software Engineering and Artificial Intelligence (AI) Decision Intelligence Tools, which will enable PMA-281 to maintain current digital services and adapt to the rapidly evolving digital landscape. The contractor shall provide access to robust Information Technology (IT) research databases, toolkits, and metrics that support and are relevant to PMA-281 and other PEO (U&W) programs. The contractor shall provide the Government with licenses that will allow the Government access to insight and data for the purpose of conducting strategic planning, reducing costs, and enhancing workforce skills. This contract was awarded on a sole source basis under the statutory authority of 10 U.S.C. 3204 (a)(1) as implemented by Federal Acquisition Regulation (FAR) Subpart 8.405-6(a)(1)(i)(B) , Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Gartner Inc. is the only vendor identified in market research that has the appropriate Facility Clearance (FCL) of TOP SECRET (TS), which meets PMA-281�s requirement for the contractor to support sensitive/classified initiatives. The requirement for a TS FCL is critical to the successful execution of the contractor's responsibilities in supporting program managers with strategic decision-making processes. The nature of the majority of the work is unclassified; however, the scope includes a TS component which requires access to highly sensitive and classified information that is vital to national security and the effective modernization of computing systems for the fleet. THIS NOTICE OF INTENT IS FOR INFORMATION PURPOSES ONLY. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
