Description
USTRANSCOM (TCAQ) and ARTRANS are hosting a pre-solicitation conference to review the Guam S&RTS solicitation requirements and Performance Work Statement (PWS). Who: TCAQ, ARTRANS HQ, 599th TRANS BDE, Navy Munition Command, JRM ESO, and potential offerors What: ARTRANS requires stevedoring and related terminal services within Guam ports to include Kilo Wharf. This is an information meeting before the official release of the solicitation. Will provide an overview of the future procurement, summarize the requirement expectations to address any nuances, and address pre-submitted questions/feedback with potential offerors (Industry). When: Thursday, May 14th, 1300 � 1430 HST (1800 � 1930 CDT) Where: Microsoft Teams (invitation will be sent upon request) Note: Participating vendors are limited to two (2) attendees, unless otherwise approved Vendors must be registered in System for Award Management (SAM) It is recommended that vendors have NAICS Code 488320 as this NAICS will be required to submit a proposal The current draft PWS dated 14 April 2026 incorporates changes since the February RFI posting (TRANSCOM26R006). To ensure productive discussion, please review the 14 April PWS version and submit questions and/or comments in advance of the meeting. If interested in participating, please email Laura Tebbe (laura.b.tebbe.civ@mail.mil) and Otto Roberts (otto.d.roberts.civ@mail.mil) NLT 12 May 2026 at 1200 CDT with the following: Name of company and CAGE Code. Names, titles, and email addresses of individuals who will be attending. List of specific PWS or solicitation related questions. If unable to attend, TCAQ will still accept vendor questions via email. Questions and answers will be posted on Sam.gov following the pre-solicitation meeting.
