Only the base period of the contract will offer a minimum guarantee. The completion date for the seed project will be 120 days after award. This is a new procurement. It does not replace an existing contract. No prior contract information exists. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. Offerors shall submit with their offer a bid bond of $3,000,000/ 20% of the amount for Davis Bacon Act (DBA) work. A sources sought notice N40085-18-R-6105 for this procurement was posted on November 3, 2017 on NECO and FBO, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to set aside this procurement for Small Businesses. The NAVFAC Mid-Atlantic small business office concurs with this decision.
