Description

Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and issue a Delivery Order under Basic Ordering Agreement N0001922G0002 to Bell Boeing (BB) Joint Project Office (JPO) on a sole-source basis for the procurement of engineering, management, technical, and acquisition efforts for sustainment of the Fiscal Year 2027 V-22 Tactical Software Suite (TSS) V-22 Problem Reports (VPRs). This effort requires software product update, qualification test, integration into the air vehicle, airworthiness substantiation, flight test demonstration and Validation/Verification for the Fleet Software Release that includes VPRs for MV/CMV/CV-22. This effort will have an estimated period of performance of two (2) years. The planned award date is May 31, 2027. This action is being awarded on a sole source basis to the BB JPO in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BB JPO is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, BB JPO is the only source that possesses the totality of engineering and technical data required to perform these efforts. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
