Description
In accordance with Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), the purpose of this announcement is to inform industry of the basis for the FAA�s decision to contract on a single source basis to the University of California, Davis (UC Davis). The FAA has a has a requirement to enhance the FAA Life Cycle Analysis (FAALCAn), a web-based tool that is used to promote energy use and resource conservation for construction and maintenance of airport runways and taxiways (pavement) to result in cost-effective airfield infrastructure planning. The FAA wants to enhance the software tool so airports can more accurately track and reduce the environmental impact of building and maintaining airport pavements. UC Davis, as the original developer of FAALCAn, is uniquely qualified to provide the required services. They possess exclusive knowledge of the tool�s architecture, algorithms, and integration with the Federal Life Cycle Assessment Commons. This announcement is for informational purposes only. Competitive solicitation is not available to this procurement. The FAA is not liable for any costs associated with the preparation of a response to this announcement.
