Description

NOTICE OF INTENT TO SOLE SOURCE This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.1 and 5.2 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The Department of Veterans Affairs, Network Contracting Office (NCO) 07, Charlie Norwood VA Medical Center located at 950 15th Street, Augusta, Georgia 30904-2608 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government�s intent to execute a Sole Source Award under FAR Part 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The intended contractor is Rokhan, LLC. located at 401 Church St. #1635, O'Fallon, MO 63366 to supply the NeuroPactor traumatic brain injury (TBI) Instrument combined with the Angle Three Small Animal Stereotaxic Instrument to use in neuroscience research to create controlled and reproducible traumatic brain injuries in animal models. The proprietary software, sensor resolution, and calibration procedures are exclusive to Neuroscience Tools, making it impossible for other vendors to provide an equivalent product without infringing on intellectual property rights. A Justification for Other than Full and Open Competition (JOFOC) has been prepared. The NAICS code utilized for this procurement is 541715 with a Small Business Size Standard of 1,000 Employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. No solicitation document is available, and telephone requests will not be honored. No award will be made based on unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
