Description

This is a SOLICITATION for commercial products and services prepared in accordance with the information in FAR Part 12. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This requirement was first advertised as a Sole Source Pre-Solicitation Notice on 03/09/26. The RFQ number is N4215826QN014. This solicitation documents and incorporates provisions and clauses in effect through 2026-01; effective 03/13/2026 and the DFARS Change notice 20251001. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at this address: https://www.acquisition.gov/. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) hereby gives notice of its intent to award a sole source, Firm?Fixed?Price (FFP) contract to Keysight Technology Inc for the Calibration & Repair of Nine (9) Government?owned measurement and test equipment: N9923A FieldFox RF Vector Network Analyzer N9918A FieldFox 26.5 GHz Microwave Analyzer U2065XA USB Wide Dynamic Range Peak and Average Power Sensor 10MHz � 50GHz U2065XA USB Wide Dynamic Range Peak and Average Power Sensor 10MHz � 50GHz U2065XA USB Wide Dynamic Range Peak and Average Power Sensor 10MHz � 50GHz U2065XA USB Wide Dynamic Range Peak and Average Power Sensor 10MHz � 50GHz U2065XA USB Wide Dynamic Range Peak and Average Power Sensor 10MHz � 50GHz U2065XA USB Wide Dynamic Range Peak and Average Power Sensor 10MHz � 50GHz U2065XA USB Wide Dynamic Range Peak and Average Power Sensor 10MHz � 50GHz This procurement will be conducted under NAICS Code 811210 (Electronic and Precision Equipment Repair and Maintenance), which has a size standard of $34 million, and PSC J066 (Maintenance, Repair, and Rebuilding of Instruments and Laboratory Equipment). The Small Business Office concurs with the sole source acquisition. The anticipated award will include one (1) Base Year of performance in 2026; the period of performance is estimated to begin in March 2026 and end in March 2027. Services include all labor, materials, OEM parts, calibration standards, traceability documentation, and certifications necessary to meet the Government�s technical requirements. Delivery location is NNSY, Portsmouth, Va 23709. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available by downloading the documents at https://www.sam.gov.
