Description
The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office seeks to purchase educational support services for the U.S. Naval Community College. The anticipated ordering period for this procurement is five 5 years beginning 01 August 2026 and ending 31 July 2031 with a period of performance extending until 31 July 2032. The contract resulting from this acquisition strategy will also include FAR clause 52.217-8 Option to Extend Services, which allows for an additional six month optional ordering period. This is non-personal services Multiple Award Contract program. The contracts are for the continued development and expansion of the USNCC Consortium for Integrated Academic Solutions, supporting the strategic growth and outreach of USNCC. The primary purpose of this requirement is to develop partnerships between regionally accredited institutions and the Department of the Navy (DON) to establish a United States Naval Community College. The USNCC will be the primary means for the Naval Services to provide educational opportunities to the entire enlisted workforce to prepare for future challenges. The main features of the USNCC include conferring transferable and recognized associate level academic degrees and certifications as a fully accredited institution, providing flexible delivery methods to account for operational demands and technological constraints of a globally distributed workforce, developing academic programs in alignment with the organizational needs of the Navy and Marine Corps, and recognizing various forms of learning obtained through military technical and leadership training. The institutions that are awarded contracts will be working with USNCC staff in order to administer the program. Areas of study Offer an associate degree or undergraduate education in one of the following, or similar, subject areas: Military Studies Organizational Leadership Maritime Logistics Emergency Management Nuclear Technology Engineering Fundamentals Mechatronics Marine Technology GS w Computer Studies Additive Advance Manufacturing Cyber Security Electronics/ Electronics Technology Aviation Maintenance and Uncrewed Systems Engineering Fundamentals Emergency Management Communications/ Electronic Warfare Technology Maritime Logistics Industrial Maintenance AUS Technology Competency Based Education The applicable North American Industry Classification System code is 611310 and the size standard is $30M. The applicable Product Service Code is U009. The anticipated ordering period for this procurement is five years beginning 01 August 2026 and ending 31 July 2031 with a period of performance extending until 31 July 2032. The contract resulting from this acquisition strategy will also include FAR clause 52.217-8 Option to Extend Services, which allows for an additional six (6) month optional ordering period. The RFP will result in multiple award, firm fixed price, Indefinite Delivery Indefinite Quantity IDIQ type contracts. The Government reserves the right to issue an on-ramp solicitation for additional contract holders when the need arises for new academic programs.
