Description

Enclosed is a Request for Quotations (RFQ) for commercial event planning services to support the planning and coordination of the Embassy�s Fourth of July Independence Day Celebration in Singapore. If you would like to submit a quotation, please follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on Standard Form 1449 that follows this letter. The U.S. Government intends to award a contract/purchase order to the responsible quoter submitting an acceptable quotation at the lowest price. The Government intends to evaluate quotations and may award without discussions. Please pay attention to a crucial requirement outlined in DOSAR 652.242-73. This requirement mandates that all quoters possess the necessary licenses and permits to conduct business in Singapore. Quoters must comply with all applicable Singapore laws and regulations, including obtaining all required licenses, permits, and tax identification numbers. Quoters are responsible for ensuring they are legally authorized to conduct business in Singapore prior to submission of a quotation. Quotations are due by April 14, 2026 at 1630 hours (Singapore Time � SGT). Late quotations will not be considered. Quotations must be in English, and incomplete quotations will not be accepted. Quotations must be submitted electronically to SGProcurementRFQ@state.gov . Quoters are responsible for ensuring their quotation is received by the deadline. It is recommended to request a delivery/read receipt. Submissions must be in MS Word (2007/2010), MS Excel (2007/2010), or Adobe Acrobat (PDF) format. Each file must not exceed 30MB. Files exceeding 30MB must be split and submitted in separate emails, each under the 30MB limit. In order for a quotation to be considered, quoters must complete and submit the following: 1. SF-1449 2. Section I, Pricing 3. Section 5, Representations and Certifications 4. Additional information as required in Section 3 5. Proof of SAM registration Quoters must be registered in the System for Award Management (SAM) database at https://www.sam.gov at the time of quotation submission in accordance with FAR 4.1102. Quoters must have an active Unique Entity Identifier (UEI) in SAM. Failure to be registered at the time of quotation submission may result in the quotation being determined non-responsible and removed from consideration. Quoters are encouraged to register immediately if interested in submitting a quotation.
