Description

Providing Catholic Priest (service only filled as needed when the Civilian Catholic Priest is on Leave/Temporary Duty (TDY)). The contracted Catholic Priest works in conjunction with the Senior Civilian Catholic Priest, and shall provide religious/spiritual leadership and services to meet the needs of Catholic military personnel and their dependents, and other authorized personnel assigned to Joint Base Charleston (includes the Air Base Wing, Weapons Station, and Brig) during periods of the Senior Civilian Catholic Priest's absence. SUBJECT: NOTICE OF INTENT TO AWARD A SINGLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. 1. The Government intends to solicit and negotiate with a single source to award a Blanket Purchase Agreement for Catholic Priest Services under the authority of FAR 13.106-1(b)(1). This notice of intent is not a request for competitive quotes. This synopsis is for informational purposes only. The Reference Number is FA441826Q0019 2. The 628th Contracting Squadron (628 CONS) located at 101 E. Hill Blvd, Joint Base Charleston (JB CHS), SC intends to award a Blanket Purchase Agreement to Monsignor Ed Lofton. Auxiliary Catholic Priest services consists of works in conjunction with the Catholic Priest and shall provide religious/spiritual leadership and services to meet the needs of Catholic military personnel and their dependents, and other authorized personnel assigned to Joint Base Charleston (includes the Air Base Wing, Naval Weapons Station, and Brig) during periods of the Catholic Priest�s absence. All responsibilities are in accordance with Department of Air Force Instructions (AFI), Major Command (MAJCOM) supplements, and JB Charleston Operating Instructions (OI) located at the Chapel on Joint Base Charleston, Charleston, SC 29404. The required Period of Performance start date is 01 March 2026 � 30 September 2030 3. This notice of intent is not a request for competitive quotes or proposals; however, responsible sources may submit a quotation that shall be considered by the agency for establishment of additional BPA(s). A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. Please note: In accordance to DoDI 1304.28, the United Armed Services has to use the applicable nearest local Catholic Diocese; we cannot bypass this instruction. If you submit any quote, you MUST be approved by the local Charleston Diocese and you must also be able to perform the services needed by Joint Base Charleston in accordance with DoDI 1304.28. The Government will continue to survey the market for authorized service providers for future requirements; however, ONLY the Charleston Diocese can approve individuals for Catholic Priest duties within this area. 4.
