Description
PROJECTILE, 155 MILLIMETER: HE, ADVANCED SUBMUNITIONS, XM1208 The Army Contracting Command - New Jersey, on behalf of the United States (U.S.) Army Office of the Project Manager Combat Ammunition Systems is conducting a market survey to identify potential sources within the United States for production of a 155mm, anti-personnel/anti-materiel Artillery Projectile (known as the PROJECTILE, 155 MILLIMETER: HE, ADVANCED SUBMUNITIONS, XM1208 (herein referred to as XM1208 projectile)). The XM1208 projectile will provide U.S. ground forces with a capability to effectively engage imprecisely located enemies within an area, emphasizing personnel and light materiel missions. This market survey will support the U.S. Armys initiative to replace Dual-Purpose, Improved Conventional Munition (DPICM) stockpiles with a Department of Defense cluster munition policy compliant capability which will broaden the target set, enhance lethality, and extend the reach of the current cannon platforms beyond the current DPICM capability. The purpose of this inquiry is to develop a plan to establish Continental United States production capability for the XM1208 projectile. The XM1208 projectile is a 155mm 39-caliber compatible area effects cargo carrying projectile containing submunitions, fired from a M109A6/7 or M777A2 howitzer. The submunitions are expelled at a predetermined time in flight using the current M762/A1 Electronic Time fuze. Major subcomponents for the XM1208 projectile include projectile body, projectile base, metal cup, adapters, piston plate, fuze sliders, fuze housing, thermal battery and tungsten cubes. The XM1208 projectile shall be manufactured to a Contractor owned Technical Data Package (TDP), therefore the TDP is not available for release. If additional technical data is required a point of contact can be provided upon request. Response to this market survey will still be required for interested parties who request additional technical information. All interested sources shall submit the following information for XM1208 Projectile production: a. Identify their projected monthly delivery capability and lead time for projectile production. Responses should address their capability to consistently meet the Government's required production of 30,000 XM1208 projectiles per year. This capacity may be achieved with multiple sources therefore, sources shall include their minimum sustaining and maximum capacity rates. b. A description of facilities, equipment including key specifications or capabilities, manufacturing process, inspection (destructive and non-destructive) capabilities, personnel, and past experience with production of artillery cluster munitions or artillery projectiles of similar complexity. c. A summary of their company's capabilities including organizations name, address, point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number and/or CAGE Code (as applicable); d. Evidence of Quality Assurance in order to support this production program. All companies interested in this notice must be registered in System for Award Management (SAM). Your response shall utilize Sources Sought number W15QKN-26-X-1AX8. This market survey is for informational and planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. All information submitted will not be returned and will be held in confidential status. Interested firms should provide, at no cost to the government, a summary of their firm's capabilities to the Points of Contact listed below no later than 0900 ET 22 December 2025 via electronic mail. Contracting Officer: Mr. John C. Scott Jr.; john.c.scott158.civ@army.mil Contract Specialist: Ms. Cameron H. Sacco, cameron.h.sacco.civ@army.mil TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of the Market Research notice. If a formal solicitation is generated at a later date, a solicitation notice will be published.
