Description

***Update 4/21/2025: Consolidated questions and answers to this RFI content have been added as an attachment. Original description below remains unchanged.*** Introduction The General Services Administration (GSA) Center for Charge Card Management (CCCM) is responsible for overall program management and leadership of the GSA SmartPay program. This government-wide program provides commercial charge card and payment related services to approximately 250 federal government agencies, organizations, and Native American Tribal organizations. In fiscal year 2024, more than 4.5 million GSA SmartPay 3 card and account holders spent nearly $40 billion, through approximately 90 million transactions. Purpose As part of continuing market research and a follow-up to the previous RFI 47QRAB25N0002 (posted 20 March 2025, and updates thereto), GSA is requesting interested industry partners to provide a demonstration or presentation highlighting their capabilities at no cost to the government. The purpose/goal of these demonstrations is to supplement the governments market research. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes. Location/Scheduling Instructions GSA has elected to conduct demonstrations/presentations virtually via WebEx. Industry partners choosing to participate in a briefing/demonstration will be allotted a maximum of 60 minutes (which includes 5 minutes for GSA introductions). Please use the link associated with this RFI entitled Demonstration/Presentation Scheduling to select a date/time for your demonstration/presentation. Once youve selected a date/time for your demonstration/presentation, a WebEx link will be provided to you via the calendar invite and via an email. Due to the number of RFI respondents and the governments procurement schedule, GSA is not able to offer any other dates/times than what are available via the scheduling link. While GSA is making accommodations to view as many demonstrations as possible, GSA may elect not to view your demonstration/presentation. For these efforts, no Government Furnished Equipment (GFE) equipment will be provided and it is expected that industry partners provide a live demonstration or presentation. GSA has extended the invitation to attend demonstrations/presentations to the government-wide Agency/Organization Program Coordinators (AOPCs). The AOPCs will not be able to ask questions during the sessions so that your company will be able to maximize the full time allotted for the demonstration/presentation. AOPCs will be able to submit any questions to GSA after the session and those will be provided to you for consideration and response. Contents of Demonstration/Presentation Industry partners choosing to participate in a briefing/demonstration will be allotted a maximum of 60 minutes to cover the following topics: Contracting Officer Introduction (5 minutes) Company overview Applicable offerings overview for: Purchase Travel (solutions for Centrally Billed Accounts (CBA) and Individual Billed Accounts (IBA), or alternatives for IBA) Fleet Innovation and technology approach System demonstration/capabilities review Account management, for example: Account/card issuance, delivery, and renewal Account set up, management, suspension, and cancellation Spend limit adjustments Setting up hierarchies Transaction management, for example: End-to-end management Prespend approval Oversight Reconciliation Transaction monitoring Data mining (e.g., questionable transaction flagging) Fraud, waste, abuse Merchant Category Code (MCC) blocking Invoice Management, for example: Statement of Account Reporting, for example: Spend management Delinquency and aging management Presenters can choose a preferred method to cover the above topics to include a slide deck presentation format, a live system demonstration of capabilities, or a combination of both. Time slots will be strictly limited to the above stated timeframe (60 minutes) and the above list of items. The government reserves the right to end the meeting if the presenters veer from the allotted time or the above topics. Questions and/or comments concerning the demonstrations/presentation requested in this RFI shall be made in writing (contractor format is acceptable) by 18 April 2025, 7PM ET and shall be sent by email to the POCs listed in this posting, with the subject line: Question/Comment to RFI 47QRAB25N0002-Demos. The government will attempt to answer questions prior to scheduled demonstrations/presentations, as time allows. However, answers to some or all questions may not be provided until after conclusion of the demonstrations/presentations. Questions/comments sent to any other individuals, email address, or utilizing any other mechanism (e.g., meetings, phone calls) will not be addressed.
