Description

NOTICE OF INTENT TO SOLE SOURCE: This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available, and telephone requests will not be honored. Only one responsible source, and no other supplies or services will satisfy agency requirements. The Defense Health Agency Contracting Activity Healthcare Contracting Division, Southeast (DHACA-HCD-SE), plans to award a firm fixed price sole source contract to Sparklight, which is part of Cable One (a subdivision of Hargray Communications Group, Inc.). This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as Sparklight is the only responsible source that can provide Cable TV and Cable Modern Services at Naval Hospital Beaufort, Marine Corps Recruit Depot Parris Island (MCRD). The Contractor shall provide all equipment and materials such as but not limited to wiring, modems, cable boxes required for cable and internet services to six (6) locations noted below. Location: 1 Pinckney Blvd Service: Cable TV Units: 89 Location: 12 Pinckney Blvd Service: Cable TV Units: 4 Location: 14 Saunders Rd Service: Cable TV Units: 1 Location: 15 Saunders Rd Service: Cable TV Units: 1 Location: 148 Pinckney Blvd Service: Cable TV Units: 3 Location: 68 Alaska St - Bldg 674 Service: Cable TV Units: 9 Market research indicates that cable television and internet services are typically provided by a single franchised entity within a specific geographic territory. The required services must be performed at fixed government facilities located at Naval Hospital Beaufort and MCRD Parris Island. The intended source is believed to be the only provider with the existing infrastructure and franchise agreements necessary to provide the required cable services to these specific locations. Procuring services from any other source would likely result in substantial duplication of costs for infrastructure development and unacceptable delays in fulfilling the Government's requirement. Period of Performance Base Year: 05 August 2026 � 04 August 2027 Option Year 1: 05 August 2027 � 04 August 2028 Option Year 2: 05 August 2028 � 04 August 2029 Option Year 3: 05 August 2029 � 04 August 2030 Option Year 4: 05 August 2030 � 04 August 2031 Option Period 5: 05 April 2031 to 07 October 2031 (Subject to FAR 52.217-8) The intended procurement will be classified under North American Industry Classification System (NAICS) 517111 with a Small Business Size Standard of 1,500. Materials. The Contractor shall provide materials such as but not limited to; all wiring, modems, cables boxes required for cable and internet services. Equipment. The Contractor shall provide all equipment required to provide cable and internet services. There are no set-aside restrictions for this requirement. Capability Statement: Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by closing of this notification of this synopsis will be considered by the government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the government not to compete based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement. Capability statements are due by 12:00 PM, EST, April 13, 2026. Capability statements shall be submitted by email only as a Microsoft Word or Adobe PDF attachment to the Contracting Officer, Lenore Paseda, lenore.y.paseda.civ@health.mil; and Contract Specialist, Rebecca Brashears, rebecca.a.brashears.civ@health.mil.
