This is a Notice of Intent to Sole Source announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Purpose and Objectives: VISN 2, Downstate New York & New Jersey VA Health Care System, is issuing a notice of intent to pursue a non-competitive procurement with Carlos L. Lopez and Associates. Carlos L. Lopez and Associates has been determined the only one responsible source as determined in accordance with procedures prescribed in FAR 13.106 and the anticipated contract action is hereby publicized in accordance with FAR 5.101 and 5.203. The purpose of this notification is to communicate the Government s intent to solicit and award a non-competitive procurement for the provision of housing placement and case management services through the HUDVASH program as it transitions Veteran cases from third-party contractor back to the VA Medical Centers. The Department of Veterans, Veterans Integrated Service Network (VISN) has decided to return the housing placement and case management services internally to the VA. All housing placement and case management services will be performed exclusively by the VA Medical centers. The VISN 2 Downstate New York & New Jersey VA Health Care System requires a one-year Firm Fixed Price FFP Indefinite Delivery, Indefinite Quantity IDIQ contract for Carlos L. Lopez and Associates to provide housing placement and case management services as cases are transferred back to the VA Medical Centers. This contract will facilitate the continuity of services for the provision of housing placement and case management services through the HUDVASH program as it transitions from third-party contractor back to the VA Medical Centers. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. The NAICS code is 624310 Vocational Rehabilitation Services The Size Standard is $15M The Product Service Code is G099 Social-Other THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. This notice of anticipated contract action is published as required by 15 USC 637 , USC 1708, and implemented by FAR 5.201(a). For additional information regarding this action, please contact the POC as indicated below. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
