Scope of Work (SOW) Information Technology Advisory and Procurement Oversight Advisory Services Period of Performance: Date of Award through May 29, 2026 (Estimated 36 working days) Place of Performance: CDC South Africa, Pretoria (with advisory coverage for Cape Town and Durban operations as needed) 1. Background CDC South Africa manages a large U.S. Government public health portfolio requiring strong operational controls across IT asset management and procurement oversight. Strengthening internal controls, documentation integrity, and review safeguards remains a priority to enhance compliance, accountability, and audit readiness. CDC South Africa requires short-term advisory support to conduct targeted assessments and provide structured recommendations and practical tools in the areas of IT asset lifecycle management and procurement oversight. 2. Objective The objective is to obtain specialized advisory services to: Strengthen IT asset lifecycle management controls Improve procurement review safeguards and documentation standards Provide practical tools, templates, and implementation guidance for leadership consideration This is a non-personal services engagement. U.S. National Defense Authorization Act (NDAA) Section 889(a)(1)(B) The US Government�s Federal Acquisition Regulation (FAR) has been updated with new clauses and provisions, per the National Defense Authorization Act (NDAA) Section 889(a)(1)(B), that impact the U.S. Government entering new or extending current contracts, purchase orders, task/delivery orders, purchase card orders, petty cash purchases, Blanket Purchase Agreement or any other acquisition method.
