This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that NAVFAC EURAFSWA intends to solicit proposals and award a firm-fixed price (FFP) construction contract. The work includes, but is not limited to, the design and construction of the Renovations to School#16 Vinnytsia – Ukraine. The procurement method to be utilized is FAR Part 15 – Contracting by Negotiation using Source Selection procedures. The solicitation will utilize source selection procedures described in FAR 15.101-2 Lowest price technically acceptable source selection, which require offerors to submit a technical proposal and past performance, as well as a price proposal for evaluation by the Government. The NAICS Code for this procurement is 236220 and the annual size standard is $33,500,000. In accordance with FAR 36.204, the estimated cost of construction is between $250,000.00 and $500,000. The contractor shall complete all works within 681calendar days after contract award. The solicitation will be posted on or about 21 October 2015. All notices/amendments related to the solicitation will be posted to https://euro.neco.navy.mil.
