** Amendment 0002 - issued on 6/16/2026 to address a follow on question in response to the solicitation and extend the closing date to 6/17 @ 0900 AM Pacific time. No other questions will be accepted at this time. See attachment for SF 30 amendment. ** ** Amendment 0001 - issued on 6/11/2026 to address questions in response to the solicitation and extend the closing date, see attachment for SF 30 amendment. ** This is a combined synopsis/solicitation for commercial products prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number N0040626Q0227 is issued as a request for quote (RFQ) for 20 CONCRETE ANCHOR BLOCKS. This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The NAICS CODE is 327331 and the Small Business Size Standard is 500 employees. The Government intends to award a firm fixed price (FFP) purchase order that meets the specifications outlined below. The proposed contract action is for commercial supplies for which the Government intends to solicit as 100% Small Business Set-Aside. Interested parties may identify their interest and capability to respond to the requirement and submit quotes. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will award a contract resulting from this solicitation without discussions to the responsible offeror whose quote, conforming to the solicitation that represents the best value to the Government, price, delivery, technical acceptability, past performance, and other factors considered. QUESTIONS: Offerors may submit their questions regarding clarification of solicitation requirements to Ashley Rollin by email at ashley.a.rollin.civ@us.navy.mil no later than 2 days prior to the closing of the solicitation. Any questions received after this deadline may not be answered. Shipping term shall be FOB Destination; therefore, quote SHALL include shipping cost. System for Award Management (SAM). Quoting vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://sam.gov/. To be considered for this opportunity, all quotes shall be submitted in either Microsoft Word, Excel spreadsheet or Adobe PDF. Quote must include price(s), FOB Destination, a point of contact, name and phone number, business size, and payment terms. An award will be made based on Best Value. Each quote must clearly indicate the capability of the vendor to meet all specifications and/or requirements in the SOW. Vendors shall provide a detailed (unpriced) capabilities statement for review and acceptance by the Technical POC. Quotes shall be valid for sixty (60) days (at minimum). Quote packages shall contain the following information: Official Company Name; Point of contact including name and phone number; and Cage Code number. Quote must align with CLIN structure reflecting unit price and extend pricing. The quote must specify lead times associated with each line item, if any. See attached solicitation for a list of line item number(s) and items, quantities, and units of measure. The Point of Contact for this acquisition is Ashley Rollin at ashley.a.rollin.civ@us.navy.mil. Quote packages are due by 12PM PST on 05/28/2026.
