Sources Sought: USACE, Portland District: W9127N27BA003 Columbia River Pile Dike King Pile Markers This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this Sources Sought is to determine interested parties, socioeconomic status availability, capabilities, and qualifications. The Government intends to use responses to this sources sought synopsis to make appropriate acquisition decisions for this requirement. The U.S. Army Corps of Engineers (USACE) � Portland District is requesting your help in identifying Contractors with the capability of driving approximately 45 steel piles at various locations along Columbia River, approximately between River Mile 30 and 120. Pile dikes (a.k.a. wing dams) are frequently just below the river surface and these tall piles will mark the ends to increase visibility to boaters. This effort is anticipated to include the following: Install approximately 45 steel piles of various lengths along the Columbia River. Diameter of steel piles is anticipated to be constant final design between 18 inches and 24 inches. Provide between 20 and 25 cubic yards of rock scour protection at each pile location using controlled dumping methods such as a skip box. Fabricate and install signage atop each pile. The in-water work window is 01 October 2027 - 30 November 2027. Vibratory hammer pile driving can occur in October and November. Impact hammer is limited to November only. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS Vendors interested in this requirement(s) with Portland District must submit the documentation and meet the requirements identified below. A. General Submission Information: 1. Point of Contact name, email address, and phone number. 2. CAGE Code and Unique Entity ID number (All contractors are required to be registered in the DOD System for Award Management (SAM) via https://www.sam.gov). 3. In the event that the contractor is a small business under NAICS 237990 or that of a similar size standard, state the category of small business, such as 8(a), HUBZone, Veteran Owned Small Business, Woman Owned Small Business, or SDVOSB. 4. Statement of Capability (SOC) of the contractor�s skills, knowledge, experience, and capability to perform the described work, such as documentation and examples of recent relevant experience and technical competence with in-water pile driving. 5. Responses to the following questions: Based on market conditions, what is the minimum lead time needed between contract award and in-water work window for materials and equipment scheduling to accomplish the scope described above. Do you anticipate any barriers to complete this work within the in-water work window stated above? What hesitations, if any, do you have in bidding on this job?
