Description
The solicitation is issued and PHASE 1 proposals are due 13 May 2019. CONTRACT INFORMATION: This announcement is a "Total Small Business" acquisition to renovate the 3rd Cavalry Regiment (3CR) Wash Rack, Fort Hood, Texas. Firms will be selected based on demonstrated competence and qualifications for the required work. The North American Industrial Classification System code is 236220, which has a size standard of $36.5 million. A firm-fixed-price contract will be awarded. The contract is anticipated to be approximately awarded in September 2019. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/. No state level certifications will be accepted. PROJECT INFORMATION: Construction range is between $5,000,000 and $10,000,000. This contract is a Design Build for the construction of the 3rd Cavalry Regiment (3CR) Wash Rack, Fort Hood, Texas. This project is required now to provide repairs to the failing Central Wash Facility built in 1986, currently occupied by 3RD Cavalry Regiment. The 3rd Cavalry Regiment wash rack provides wash maintenance services for vehicular equipment that support the Army's power projection platform at Fort Hood, TX. This facility is critical in ensuring adequate readiness wash services are available for equipment training and preparing for world wide deployment. Currently two thirds of the facility is unusable and the other one third is only partially adequate for small vehicles and not the heavy equipment of most units on Fort Hood. This project supports the Garrison and Force Command which provides standardized, effective and efficient services, facilities and infrastructure to the joint expeditionary force, its families, and civilians. The project repairs existing Vehicle Wash Facility's current deficiencies to include replacement of the failing pond liners, pumps, piping, replacement of controls, repair existing control tower, repair of failing electrical distribution system, failing exterior walls and architectural features, roof systems, structural components, glazing and framing, asbestos containing materials and lead containing materials abatement, mechanical and plumbing systems which have reached the end of their life-cycle. Repairs address current building codes, critical Life Health Safety codes, American with Disabilities Act (ADA) and applicable standards for Fire Protection systems and Force Protection components. The Contractor shall provide all supervision, labor, materials, equipment, supplies, and transportation necessary to perform the renovation of the a 3CR Wash Rack at Fort Hood, Texas, as specified in the Statement of Work and Design Plans that will be attached to the future Request for Proposal (RFP). All work shall comply with all State, local and Federal laws and regulations, and applicable code requirements. The United States Army Corps of Engineers (USACE) is committed to excellence in the construction activity for this requirement. The construction of this project shall achieve the highest quality of operations and aesthetics in meeting the requirements of the design while at the same time being cost effective.
