PRE-SOLICITATION NOTICE Solicitation No.: PR15515497 The U.S Embassy in Quito, Ecuador provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: REFURBISHMENT OF A BUILDING� FIRST PHASE AT PORTOVIEJO, MANABI- ECUADOR The U.S. Embassy in Quito, Ecuador, through its International Narcotics and Law Enforcement Affairs (INL) Office, intends to issue a Firm Fixed-Price Construction Type Contract in the second quarter of Fiscal Year 2026. The offeror shall provide a refurbishment of a building in Portoviejo, including but not limited to the management and construction service necessary to meet the requirements of this contract within the established timeframe. The successful offeror shall perform all construction services including furnishing all labor, material, equipment, and services required to complete the Refurbishment of a building in Portoviejo, Ecuador including renovation of dormitories and office spaces, to strengthen the operational capacity of the unit. The estimated magnitude for the entire project is to be determined. Qualified companies interested in the solicitation shall express their interest by written correspondence to the attention of Ms. Valeria Rueda at ruedavj@state.gov no later than February 13, 2026, using the solicitation number RSVP PR15515497 Refurbishment Portoviejo � 1st Phase in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Complete Physical and Mailing Address of Firm, Unique Entity Identifier (Former Dun�s #), Point of Contact Name, Telephone and Email Address of Point of Contact. The solicitation package/documents shall not be placed on SAM.gov as the documents contain SBU information. Only companies submitting a letter of interest and complete �Application for Solicitation Document� check list attached hereto may receive a copy of the solicitation package/documents when available. The solicitation package will only be available in the English language. All requirements for translations will be at the expense of the Contractor. Additionally, you are required to complete and include in your expression of interest the below checklist. All requests for the solicitation document that are submitted without the checklist, or with an incomplete checklist, will be rejected. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform construction work in Ecuador. A pre-proposal conference and site visit is to be determined. Precise dates will be provided to interested offerors with the solicitation package
