Description

BLANKET PURCHASE AGREEMENT Concrete Supply U.S. ARMY CORPS OF ENGINEERS PITTSBURGH DISTRICT The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is conducting market research in accordance with Revolutionary FAR Overhaul (RFO) Part 10 to determine the availability of qualified sources capable of delivering ready mixed concrete. The Pittsburgh District jurisdiction includes 22 navigation locks and dams and 16 multi-purpose flood-damage reduction reservoirs, a remote operations site and a maintenance and repair facilities in Pennsylvania, Ohio and West Virginia. The intent of the BPA is to provide the Government with a cost-effective rapid-response method to supply the facilities within the U.S. Army Corps of Engineers (USACE) Pittsburgh District. Specific batch mixes and quantities will be requested through purchases made under this BPA that shall be referred to as Calls. The Contractor shall supply concrete delivered to USACE navigation projects in the Pittsburgh District. Mixes may include, but are not limited to, DOT Class A, AA, and AAA, self-consolidating, high-early, and underwater concretes, as well as structural grouts. Deliveries may include provisions for cold weather, hot weather, accelerants, retarders, super plasticizers, and evening and weekend deliveries. Mix design, refinement, and certification testing may be required. Further requirements may be specified for each separate BPA Call. Concrete shall be discharged at the delivery point within 45 minutes of batching, unless otherwise approved by the Government. Requests for extended delivery times shall be supported by the Contractor�s proposed mix design, use of admixtures (e.g., retarders or hydration stabilizers), and supporting documentation demonstrating that the concrete will meet all specified performance requirements at time of placement. The Contractor shall be responsible for adjusting mix designs as necessary to account for haul time, ambient weather conditions (hot and cold weather), and project-specific placement requirements, including evening and weekend deliveries. Note: This is not a solicitation. This is a Sources Sought Notice (SSN) for planning purposes only. The information obtained from responses to this SSN may be used in the development of an acquisition strategy and future solicitation. No contract will be awarded based on the SSN nor any reimbursement made for information submitted. Periods of Performance will be negotiated at the Call level. No set-aside determination has been made at this time. The contractor shall furnish all labor, equipment, devices, and materials and perform all work in accordance with the specifications. The contractor shall comply with all applicable federal, regional, state, and local laws and commercial standards.
