Description

THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR QUOTES (RFQ). The United States Peace Corps, Office of the Chief Financial Officer, Acquisition and Contract Management (OCFO/ACM), intends to award a sole source, logical follow-on Blanket Purchase Agreement (BPA) under FAR 8.405-6(a)(1)(i)(C) for Marketing, Communications, Website, and Advertising Production Services. This requirement supports the Peace Corps� national-level Integrated Marketing Campaign and is essential to maintaining continuity of creative development, production, and deployment of mission critical outreach activities and volunteer recruitment. The planned anticipated BPA includes a base year and two one-year option periods, with an estimated total value of $30 million. All work shall be performed in strict accordance with the current Performance Work Statement and shall be subject to the terms and conditions of the GSA Schedule contract. Under the current BPA, the incumbent contractor is developing the approved 2027 national campaign. If the agency were to compete the follow-on BPA, any new contractor would be required to undergo 6�12 months of onboarding and discovery in advance of campaign development, resulting in unacceptable delays, substantial duplication of cost, and significant disruption to national outreach and recruitment activities. The Peace Corps is pursuing the strategic goal of placing 8,000 Volunteers by 2030. Continuity of national marketing operations is essential to achieving this objective. NO RFQ WILL BE ISSUED AND QUOTES WILL NOT BE REQUESTED. Capability statements will not be accepted.
