AMENDMENT TO SOURCES SOUGHT NOTICE- WEST LOS ANGELES VA MEDICAL CENTER (VAMC) TEMPORARY SUPPORTIVE HOUSING, LOS ANGELES, CA INTRODUCTION This notice is issued by the Department of Veterans Affairs (VA), Office of Facilities Acquisition (OFA), Office of Construction and Facilities Management (CFM) as specified below on the West Los Angeles VAMC campus in Los Angeles, CA. The purpose of this sources sought notice is to gather information from the contractor community at large for the sole purpose of acquisition planning and market research. Further consideration outside of this stated purpose is not authorized and will not be further discussed. This notice does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the government to enter into a contract. Furthermore, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with preparation of a response to this notice. background and description The Department of Veterans Affairs, Office of Facilities Management (CFM) is looking to establish 750-800 temporary supportive housing (TSH) units on the West Los Angeles VAMC campus. The Department is seeking TSH unit options ranging from 120-390 square feet per unit. Each unit will provide a bed, a bathroom with shower, a kitchenette with sink, microwave, refrigerator, and HVAC. These units will be served by small courtyards and neighborhood support trailers for limited cooking and meeting space for socializing. Under any potential solicitation, site preparation with stub-ups to support requisite sewer, water and electric infrastructure may be included as individually priced services. It is anticipated under this requirement that the Department will require a phased approach with the first installation occurring between June-August of 2026, and then every 90 days thereafter until the delivery of 750 units is complete. Exact delivery requirements will be provided in a future official request for proposal. The approach will be required to demonstrate corresponding site work, and overall space requirement needs articulated in square feet or acreage for every grouping of units delivered. Concepts may include multiple units attached together, but each unit should be secure for individual occupancy. For phasing, please consider delivered and installed groupings of 150-200 units, and provide draft concept renderings as possible. Your response shall be addressed to Gerald.brusaw@va.gov, and include a response to the items below: 1.) Please provide your UEI number, firm name, and POC (name, email, phone number). 2.) Would you submit a proposal on this job as a prime contractor, or are you interested in subcontracting opportunities? 3.) What is your socio-economic status. Please list all applicable, or list large if none apply. 4.) Please indicate any previous past performance of similar size, scope, and complexity. Past Performance shall not exceed one page and shall include the location, value, brief description, design firm, and owner POC for each referenced project. 5.) With regards to the West Los Angeles VAMC, please provide your availability to deliver and construct units in an accelerated and phased schedule. Your response shall include timelines for acquiring and delivery (including installation) of 750 units as well as a brief narrative approach to delivery and installation of units. (no more than two-page narrative). 6.) Please provide an assessment of your firm's ability to comply with the Buy American statute as it relates to acquisition of the 750 units requested. 7.) Any other information you would like the Government to consider. If available, in your response you may submit a capabilities statement or other inventory catalogue as a separate attachment. 8.) Please attach any additional questions along with your response to this notice. Please note the Government reserves the right to follow up to request clarification of any information provided in your response. Furthermore, any official responses will be provided via an official response/amendment to this notice.
