Amendment 0001 December 12, 2025 - Prospective offerors must complete and return to CDC , Offeror Non-Disclosure Agreement (NDA), as a precondition to receive access to Attachments ATT001 through ATT022. These documents are not attached to the SAM.gov notice because they contain non-public information. Please send the completed Offeror NDA by e-mail to Megan Kelly, Contract Specialist, at xvp9@cdc.gov and Liubov Kriel, Contracting Officer, at vyh1@cdc.gov. Once CDC receives the Offeror NDA properly completed and signed by the prospective offeror, CDC will furnish to the prospective offeror the attachments through an encrypted e-mail. CDC reserves the right to restrict access to non-public information notwithstanding the prospective offeror completing and returning the Offeror NDA. December 11, 2025 - This acquisition is for a World Trade Center Health Program (WTCHP) National Program Administrator (NPA) Contractor to provide care coordination services for Responders and Survivors living outside the New York Metropolitan Area (NYMA) and assigned to the NPA for treatment. Under the James Zadroga Health and Compensation Act, "...the WTC Program Administrator shall establish a nationwide network of health care providers to provide monitoring and treatment benefits and initial health evaluations near such individuals� areas of residence in such States." Under the current Program service model, delivery of medical benefits via the nationwide network is managed under two contracts, the HPS and NPN. The Program is transitioning to a new service model, to be achieved by award of two new contracts: Third Party Administrator (TPA) and National Program Administrator (NPA). Under the new service model, primary services to be provided by the NPA Contractor to members assigned to the NPA for treatment under the WTCHP include but are not limited to comprehensive member support center with call center; member appointment scheduling; member medical benefit management and counseling; case management; and utilization management. The combined synopsis/solicitation (75D301-26-R-73374) is attached in Microsoft Word and Adobe. This is a commercial services acquisition being conducted under full and open competition. The Government intends to award a single contract resulting from this solicitation. Questions regarding this solicitation must be submitted on or before 10:00 am EST, Monday, January 5, 2026. Proposals must be submitted by 10:00 am EST, January 30, 2026. All future amendments and updates to this solicitation, including questions and answers, will be posted to this SAM.gov notice.
