Description
SITE VISIT OPPORTUNITY TO ACCESS THE 2F176 DEVICE AT FORT WORTH, TX. This contract action is being conducted pursuant to the procedures at FAR Subpart 16.505 under the auspices of Training Systems Contract III (TSC III) LOT II, a Naval Air Warfare Center Training Systems Division (NAWCTSD) Multiple Award Contract (MAC). Therefore, pursuant to FAR Subpart 5.202(a)(6) and 16.505(a)(1), this contract action is exempt from synopsizing requirements. However, to increase transparency of NAWCTSD requirements and increase opportunities for subcontracting, notice of this opportunity is being provided. Only TSC III LOT II Prime Contractors (contractors previously awarded a contract within this vehicle) are considered an interested party in this contract action. All inquiries regarding participation as a subcontractor should be submitted to a Prime Contractor for consideration. Any documents available for this contract action not otherwise attached hereto, including but not limited to Solicitations, Statements of Work (SOW), and Specifications will be made available only to qualifying Prime Contractors. Interested subcontractors may contact Prime Contractors for access to these documents. NAWCTSD is hosting a Site Visit for interested contractors at will be conducted at the following location: Site/Platform NAS Fort Worth POC Address/Phone/SMO COR and POC: Mark J Van Minsel W.(817) 782-5525 CNAVRES COMS/CIS COR West ALTC Fort Worth Flight Simulators 1752 Carswell AV Fort Worth TX 76127 mark.vanminsel@navy.mil Date/Time and Location Date: 4 Feb 2016 Time: 0800 EST Bldg 1752 NAS Fort Worth 1752 Carswell AV Fort Worth TX 76127 b. The purpose of the Site Visit is for the Government to provide an opportunity for interested TSC III Lot II contractors (“offeror�?) access to the 2F176 Flight Training Device (FTD) for purposes of acquiring familiarity of the FTD. c. TSC III Lot II contractors interested in attending the Site Visit should contact Ms. Elouise Bryant via email at elouise.bryant@navy.mil no later than (NLT) 1600 EST on 28 January 2015. Please COURTESY COPY the Contracting Officer’s Representative in paragraphs (a) in order to obtain base and building access. Please include company name, attendees’ names, email addresses, phone numbers, company’s address and if the attendees have a Common Access Card (CAC) with date of expiration. State if you are interested in scheduling a site visit session in the email response. Due to the security requirements, please note that individuals who do not have a CAC card and/or RapidGate pass may experience additional delays. d. Subcontractor requests must be requested through the Prime Contractor. The Subcontractor attendees will count toward the limit of attendees. All prospective offerors are urged to attend the site visit. However, each company is restricted to (3) three attendees (including subcontractors and/or teaming members) to attend the site visit sessions. Ms. Bryant will compile an attendee list consisting of name, company, email address and phone number. The listing will be posted to Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil and the Federal Business Opportunities (FBO) website at http://www.fbo.gov/ after site visit is completed. e. Questions: NO questions will be answered during the site visit. All Questions generated at the Pre-Solicitation conference and site visit shall be submitted in writing IAW Attachment L-1. At no time will the Government answer questions to a single potential offeror regarding the solicitation; answers to all solicitation questions will be provided to all potential offerors. The Government will not engage in side-bar question and answer sessions with any individual potential offeror. f. Schedule: The following is the tentative schedule for the Site Visit: Date 4 February 2016 Time 0800 CST Event Description Site Visit Session Location NAS Fort Worth Bldg. 1752, room TBD g. Failure of an offeror to attend the site visit or to submit any questions will be construed to mean that the offeror fully understands all the requirements. In no event, will failure to attend the site visit constitute grounds for a claim after award of the task order. h. The Government is not responsible for, nor will the Government pay, any portion of the costs associated with attendance at the respective site visits by prospective contractor personnel. i. The RFP will be posted on the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil and the Federal Business Opportunities (FBO) website at http://www.fbo.gov/ on or about 4 February 2015. Due to the markings, some attachments will be provided via the AMRDEC Safe website https://safe.amrdec.army.mil/safe/ and/or Compact Disc (CD) or Digital Versatile Disc (DVD). Attached is a list of the attendees from the JB Fort Dix Site Visit held on 20 January 2016.
