1. INTRODUCTION AND PURPOSE. This is a Sources Sought Notice issued for informational and market research purposes only. This is not a Request for Bid, Quote or Proposal or a solicitation. The Army Contracting Command � New Jersey, on behalf of the 99th Readiness Division, is conducting market research to identify parties having an interest in and the resources to support the construction requirement described herein. The information gathered will assist the Government in developing an appropriate acquisition strategy. The Government is under no obligation to award a purchase order or contract as a result of this announcement, and no funds are available to pay for the preparation of responses. Any information submitted by respondents is strictly voluntary. Not responding to this notice does not preclude participation in any future solicitation. If a solicitation is released, it will may be synopsized on the Government-wide Point of Entry at https://sam.gov. It is the responsibility of potential offerors to monitor this site for additional information. 2. PROJECT BACKGROUND. The Government requires construction services for the following project: Project Title: IDS Inspection Services - Devens, MA (DEVENS) (DEVENS) Project Location: Devens Reserve Forces Training Area (DRFTA) located at 43 Quebec Street, BLDG 680, Devens, MA 01434-4429 Brief Description of Work: The purpose of this IDS Inspection services contract is to provide semi-annual inspections to ensure the Intruder Detection System devices, wires, and connectivity with Fort McCoy are fully functioning and in operational order. The Government anticipates awarding a single Firm-Fixed-Price (FFP) contract type. 3. SET-ASIDE CONSIDERATION. Based on the responses to this notice, this requirement may be set aside for small businesses (in full or in part) or procured through full and open competition. All Small Business socio-economic categories will be considered. Businesses of all sizes are encouraged to respond. Respondents must clearly identify their business size and any applicable socio-economic status in their capabilities statement. 4. REQUIRED CAPABILITIES & SCOPE OF WORK. The Contractor shall provide all plant, labor, equipment, materials, supervision, and transportation necessary to perform the work outlined in the attached Draft Specification of Work (SOW). Compliance Requirements: Performance and Payment Bonds (if applicable) Davis-Bacon Act: Compliance is mandatory. 5. ATTACHMENTS. The following documents are attached for review: Draft PWS Important: Potential offerors are strongly encouraged to thoroughly review the attached Draft SOW and any accompanying drawings. A complete understanding of the technical requirements is critical for submitting a relevant and comprehensive capabilities statement. All questions regarding the SOW must be submitted in writing. 7. SUBMISSION INSTRUCTIONS FOR CAPABILITIES STATEMENT. Interested parties are requested to submit a capabilities statement of no more than five (5) pages that demonstrates the ability to perform the work described to Mitchell Douglas at mitchell.e.douglas.civ@army.mil and Jasmyne Peterson at jasmyne.c.peterson.civ@army.mil. The statement must include: Organization Details: Organization Name, SAM Unique Entity ID (UEI), CAGE Code, Address, and Point of Contact (Name, Title, Phone, Email). Business Status: Business size and socio-economic status under the identified NAICS code (e.g., Small Business, 8(a), HUBZone, SDVOSB, WOSB). Tailored Capabilities: Address experience with projects of similar size, scope, and complexity; ability to meet bonding requirements; and past performance on similar work. NO PHONE CALLS WILL BE ACCEPTED. NO QUESTIONS WILL BE ANSWERED.
