Combined Synopsis / Solicitation - Non-Competitive� Notice of Intent to Sole Source 1. SOLICITATION NUMBER: 75N98026Q00396 2. TITLE: Multi-dimensional sleep health and DNA methylation signatures 3. RESPONSE DATE: May 30, 2026, at 4:00 pm EST. 4. PRIMARY POINT OF CONTACT: Elaine Estrella Contract Specialist elaine.estrella@nih.gov Brian Lind Contract Specialist Brian.lind@nih.gov I. INTRODUCTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N98026Q00396 and the solicitation is issued as a Notice of Intent (NOI) of a non-competitive (notice of intent) combined synopsis solicitation to award a contract or purchase order without providing for full or open competition (including brand-name). This acquisition is conducted under the authority of the FAR Part 12.603� Streamlined solicitation for commercial products or commercial services and is not expected to exceed the simplified acquisition threshold, and the authority of 41 U.S.C. 1901 and the statutory authority of FAR 6.302-3(a)(2)(ii). The National Institutes of Health (NIH) , Office of the Director (OD), Office of Acquisitions (OA), intends to negotiate and award a firm fixed price purchase order without providing for full and open competition (Including brand-name) to Brigham�s Brigham and Women�s Hospital (BWH) , 399 Revolution Drive Suite 735, Somerville, MA 02145 for a 3-month service continue and operationalize this existing project by retrieving the previously collected blood samples from the BWH Biorepository, processing them into aliquots, and shipping them to the National Institute on Aging (NIA) Laboratory of Neurogenetics for the planned assays. This requirement is a follow-on effort to prior research on population-based sleep health, NIA conducted a 14-night sleep study among approximately 1,000 participants in the Nurses� Health Study III using Fitbit devices, sleep diaries, and sleep questionnaires, and collected blood samples that were subsequently stored at the BWH Biorepository. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS NAICS code 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a business size standard classification of 1000 employees. This acquisition is NOT set aside for small businesses. II. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2026-01 III. STATUTORY AUTHORITY IV. DESCRIPTION OF REQUIREMENT: A. PURPOSE AND OBJECTIVES: The purpose of the present request is to continue and operationalize this existing project by retrieving the previously collected blood samples from the BWH Biorepository, processing them into aliquots, and shipping them to the NIA Laboratory of Neurogenetics for the planned assays. B. PERIOD OF PERFORMANCE: OA anticipates a firm fixed price purchase order. This requirement shall consist of a 3-month base period. Period of performance will be June 1, 2026, through August 1, 2026. C. PROJECT REQUIREMENTS: The Contractor shall be responsible for preventative maintenance and on-demand repair services for parts and software. The service may only be completed by an authorized Original Equipment Manufacturer (OEM) service provider. Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below: SPECIFIC REQUIREMENTS: The contractor shall provide a trained laboratory technician and research assistant to perform the following specific tasks: � Retrieve 821 stored blood samples from biorepository � Aliquot white blood cell samples into specified volumes and containers. � Prepare 10% quality control samples � Label, document, and perform quality control checks. � Package and ship samples to the NIA Laboratory of Neurogenetics in compliance with biospecimen handling and shipping regulations. V. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Brigham & Women�s Hospital, Inc is the only vendor in the marketplace that can provide the services required by NIH OD OA. The biorepository samples are currently with BWH, and they have the necessary trained personnel to handle the transport of the samples to NIA Laboratory of Neurogenetics for the planned assays. This work is not a new initiative but the continuation of an existing project. Assay kits have already been purchased under prior funding, and the current project is to obtain these specific samples required to complete the assays for answering the scientific questions. In accordance with FAR part 10, extensive market research was conducted to reach this determination. Additionally, contacts with knowledgeable individuals both in industry and Government, as well as reviews of available product literature, revealed no other sources. Finally, a review of the GSA Advantage, Dynamic Small Business Search, and previous government acquisitions returned no results that meet all of the requirements. Therefore, only Brigham & Women�s Hospital, Inc can meet the needs of this requirement. CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Unique Entity ID (UEI) number, the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
