Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price contract to San Diego Association of Governments, 1011 Union Street, STE 400, San Diego, CA 92101-2392, United States. Under the authority of FAR 13.106 (1) only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is for annual renewal of the Automated Regional Justice Information System (ARJIS) and the eSUN Operational Fee. ARJIS has provided the brig with unrestricted connection to the NCIS and CLETS information systems through the San Diego County Sherriff�s Department servers since 1990. ARJIS is the only service provider of this nature covering San Diego County and half of Southern California. Standard law enforcement practice dictates that a background check shall be conducted on all inmates, visitors, contractors and new staff members who may have contact with inmates. Naval Consolidated Brig Miramar (NCBM) has a valid need for access to criminal histories using the Interstate Identification Index (III), Wants & Warrants and similar databases. In accordance with references (a) through (d), upon confinement, NCBM must correctly and safely process, classify, and house inmates. Background information is crucial for accurate classification. The subscription service will be paid for via Wide Area Workflow (WAWF). Personnel cannot cancel or discontinue services until directed by the Government. The anticipated award date of this action is on or before 1 October 2026. The applicable North American Industry Classification System (NAICS) code is 561611 � Investigation and Personal Background Check Services. Period of Performance: FY27 (October 1, 2026 � September 30, 2027) - Base Year FY28 (October 1, 2027 - September 30, 2028) - Option Year 1 FY29 (October 1, 2028 - September 30, 2029) - Option Year 2 FY30 (October 1, 2029 - September 30, 2030) - Option Year 3 FY31 (October 1, 2030 - September 30, 2031) - Option Year 4 This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the licenses and proof as being an authorized vendor of these services. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 1:30 PM Pacific Standard Time (PST), June 2, 2026.
