Description

This Sources Sought/Request for Information (RFI) is a request to industry to provide information on a comprehensive Emergency Mass Warning and Notification solution that encompasses the services and tools required to provide Department of War (DoW) with a single, unified capability. This RFI is issued solely for information and planning purposes and for market research. It does not constitute a solicitation and shall not be construed as an offer, commitment, or obligation on the part of the DoW or Department of the Army (DA), or the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Background The Department of the Army is the DoW Executive Agent for Emergency Mass Warning and Notification (EMWN). Currently, DoW organizations employ multiple disparate mass warning and notification products that do not efficiently communicate with each other or do not provide a capability that can clearly and transparently share emergency or mass warning information. The Secretary of War has directed the implementation of a single, unified system capable of delivering timely, reliable alerts to all DoW personnel worldwide of local, regional, national or international events or situations. Such a system must remain compliant with applicable DoW policies, federal statutes, and regulations. Objective Through this RFI, the Army seeks to: Provide industry an overview of the Army�s current baseline EMWN capabilities and performance requirements; Enable industry to better understand DoW�s operational needs; Solicit industry feedback on efficient, cost effective, and innovative approaches; and Obtain rough-order-of-magnitude (ROM) cost and schedule data for commercial off-the-shelf (COTS) solutions that could meet or exceed the described requirements.
