Description
The Indian Health Service (IHS), Portland Area Office intends to award one (1) firm fixed price commercial items services contract for continued services for eligible American Indian and Alaska Native (AI/AN) male and female youth, including 24-hour residential substance use disorder treatment, clinical services, case management, culturally responsive programming, referrals, and aftercare coordination, in accordance with Indian Health Service standards located at Portland, Oregon as a sole source to Native American Rehabilitation Association of the Northwest, Inc. (NARA, 1776 SW Madison Street, Portland Oregon as the only responsible source pursuant to FAR subpart 6.103-1. NARA is the only source that can operate an established, state-licensed youth residential treatment facility within the required geographic area at the time of award. They possess the organizational infrastructure, clinical staffing, accreditation, and operational capacity necessary to provide immediate and uninterrupted residential behavioral health services. Additionally, NARA demonstrated the capability to deliver culturally responsive programming specifically designed to address the unique social, cultural, and behavioral health needs of American Indian and Alaskan Native adolescents, including established relationships with Tribal communities and referral networks. The performance period is from 03/28/2026 through 09/27/2026. The NAICS code is 623220 and Unrestricted set-aside to Indian Economic Enterprise. This notice is in accordance with 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be received by in order to be considered.
