Description
We regret to inform you that solicitation 36C26125Q0579, titled [G099 HUD-VASH Housing Support Specialist Services at SFVAHCS], has been reviewed and determined to be non-awardable due to several critical issues: 1. The Performance Work Statement (PWS) was found to be overly restrictive, limiting services to be held exclusively at 250 Kearny Street. 2. The incumbent holds the master lease for the current service location, making it difficult for other vendors to take over without significant disruptions. 3. Concerns were raised about the feasibility and continuity of care if another vendor were awarded the contract, as they would need to secure and operationalize a new site. 4. The PWS appeared tailored to favor the incumbent, raising concerns about unfair competition. To ensure a fair and transparent procurement process, this solicitation will be canceled. A new solicitation will be issued, revising the PWS to allow flexibility in the service location, thus enabling other vendors to propose viable alternatives if the current site is not available.
