Description
The National Geospatial-Intelligence Agency (NGA) intends to issue a sole source modification to an existing contract with Booz Allen Hamilton Inc. (BAH) under the authority of FAR 6.302-1 to continue supporting the GEOINT Tradecraft Learning Contract (GTLC). NGA is now in the GTLSS solicitation period for the follow-on to GTLC and will soon perform proposals evaluation and source selection. This extension will provide sufficient time to complete all required processes and a transition period to avoid disrupting current support to NGA employees. A change in the current provider would result in both substantial duplication of costs, and an extended period of time in which NGA would not be provided with necessary certified Instructors in accordance with the DoD mandated Fundamentals of Instructional Facilitation (FIF) and 120 days instruction qualification process that could result in mission delays. Therefore, no competition is being sought currently. The sole source modification to the existing contract will provide NGA with tailored NGA College (NGC) support that provides GEOINT curriculum Program Management, course instruction, course maintenance, course curriculum creation, and evolving future capabilities to support the GEOINT Enterprise. The period of performance is anticipated to be a 12-month base ordering period after contract extension. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions and is not a request for competitive proposals. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contract Specialist no later than 12:00 pm EST on Friday January 15th. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete with the proposed procurement based on the response to this notice is solely within the discretion of the Government.
