Description
SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the C-130J AN/APN-241 Low Power Color Radar (LPCR) Electrical Equipment, NSN 5975-01-501-0119LG ITEM DESCRIPTION: Procurement of the AN/APN-241 Low Power Color Radar (LPCR) C-130H and C-130J Electrical Equipment Mounting Base. The AN/APN-241 LPCR is a low power, lightweight pulsed Doppler radar in the transport class with a high-resolution synthetic aperture radar mapping mode. The radar is used for precision navigation and for landing missions on unimproved runways without aid from ground-based landing systems. The AN/APN-241 LPCR is a highly integrated system with specialized firmware, hardware and software integration across all C-130H2s, C-130H3s, LC-130Hs and C-130J aircraft. The Electrical Equipment Mounting Base provides a supporting surface for securing various electrical and electronic equipment to aircraft serving as a mounting platform. IMPEDIMENT TO COMPETITION: The original equipment manufacturer for this item is Northrop Grumman Services Corporation (NGSC) (CAGE 1LTU5). The Government does not own or have access to the data for this item. Northrop Grumman is the Original Equipment Manufacturer (OEM) and they possess all data pertaining to the LPCR and the components. Since the AN/APN-241 is a non-developmental system used in military applications, the Government did not procure detailed drawing packages, documentation of manufacturing procedures, test specifications or inspection data rights. This data is proprietary to Northrop Grumman and their contributing vendors who are not willing to sell such data. No sample(s) will be available for potential supplier to evaluate. INTEREST: The DLA/AWB Contracting Office intends to award a sole source contract to NGSC for the manufacture of the LPCR Electrical Equipment Mounting Base in support of the C-130J program. Other interested parties may identify their interest and capability to respond to the requirement no later than 26 December 2025 by emailing Michelle Holmes (michelle.holmes.2@us.af.mil) or Robert Berg (robert.berg.9@us.af.mil). The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
