THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. We are seeking information for market research purposes only. The Government will not pay for any information solicited. The Department of Veterans Affairs, Network Contracting Office 6 (NCO 6) is conducting market research to identify potential sources for Construction services to provide all labor, materials, tools, equipment, transportation, supervision, coordination, and services necessary for Mill and Pave Main Entrance (Project #565-26-109) located at the Fayetteville VA Medical Center Campus in Fayetteville, North Carolina. The proposed NAICS 237310 - Highway, Street, and Bridge Construction is applicable to this acquisition; with a size standard of $45.0 Million. The proposed PSC code is Z1LB - Maintenance of Highways, Roads, Streets, Bridges, and Railways. The anticipated Magnitude of Construction is between $500,000 and $1,000,000. The anticipated Period of Performance is 105 days from the Notice to Proceed. Scope of Work The project involves the milling, repaving, and striping of the main entrance road at the Fayetteville Medical Center in accordance with NCDOT specifications. The project will include but not be limited to the development of a traffic control plan, obtaining permits, if necessary, and proper disposal of any debris generated. The aim is to improve the road surface, ensure safety and enhance the overall appearance of the facility s entrance. The approximate work area is 24,690 sq. ft. Mill/scarify approximately 2 inches of existing asphalt surface. Clean and prepare all surfaces and apply new 2-inch layer of asphalt over the entire surface. Ensure surfacing allows for proper drainage. Stripe driving lane per NCDOT requirements. Repair, clean and paint existing concrete curbing adjacent to new asphalt. Repair any disturbed or damaged earth area and reseed. All excess materials and waste shall be removed and disposed of offsite by the contractor. The contractor shall install seven (7) new 30 in x 30 in solar powered LED Stop signs, nine (9) 30 in x 30 in solar powered LED Pedestrian crosswalk signs and nine (9) new 12 in x 24 in directional arrow traffic signs. Contractors will conduct site evaluations and research to verify required materials and equipment to complete services. Contractors will perform all labor associated with the installation of new and removal of any old signs, posts, and any other related equipment or materials. Contractor will provide all necessary equipment, hardware, materials required to accomplish the services as described. Small Business Requirements For market research purposes, all responses to this notice will be reviewed, regardless of small business/socioeconomic category, including those firms that are identified as large businesses. Review of responses to this notice will support later determination of acquisition strategy and set-aside requirements if a solicitation becomes available. Pursuant to 38 U.S.C. 8127(d), acquisitions will be set-aside for SDVOSBs or VOSBs, registered in the SBA database, whenever there is a reasonable expectation of receiving two or more offers from eligible, capable, and verified firms, and that an award can be made at a fair and reasonable price that offers best value to the Government. However, if responses from qualified firms prove inadequate, an alternate set-aside or full and open competition may be considered.
