Question and Answer Are contractors located outside of American Samoa eligible to submit quotes? VA Response Yes. Is subcontracting permitted under this requirement? VA Response Yes, subcontracting is permitted. Will there be a site visit, and if so, is participation mandatory? VA Response A site visit will not be held. Are there specific licensing, insurance, or local registration requirements? VA Response Contractor is responsible for following all federal and local requirements. Is local office or physical presence in American Samoa required for award performance? VA Response A local office is not required but awardee must adhere to guidelines set forth in the Performance Work Statement.
