Description
This is a PRESOLICITAION NOTICE -- hereinafter Notice. Project Title: Federal Operations & Maintenance for Continuous User Support (FOMCUS) This notice is not a solicitation for proposals, abstracts, bids, or quotations, nor does it guarantee a future solicitation. The purpose of this notice is to: Provide the attached Statement of Objectives (SOO) to industry. Gather knowledge and information for project planning purposes. Due to delays from the recent lapse in federal appropriations, TSA is updating anticipated milestone dates. These updates will be provided after obtaining proper approvals. Respondents should not include proprietary, classified, confidential, or sensitive information in their responses unless appropriately marked. The Government reserves the right to use any non-proprietary technical information received in response to this Notice in any resultant solicitation(s). Do Not Submit any Proposals / Offers / Quotes in response to this Notice. If a formal RFQ/RFP is released, its contents may differ from the information contained in this announcement. This announcement does not constitute a commitment by the government to issue an RFQ/RFP, contract, or order. The government will not pay for any effort expended or any material provided in response to this announcement, nor will the government return any data provided. At a summary level, the TSA has interest in and is seeking information regarding the capability of firms who can provide services to acquire robust and scalable IT support services for TSA. These services will advance TSA ITs strategic mission goals to modernize IT operations, enhance service delivery, and strengthen the agency�s ability to meet evolving challenges. The BPA will enable TSA to leverage innovative technologies, improve decision-making through data analytics, and enhance customer experience. The TSA anticipates issuing a Multiple Award Blanket Purchase Agreement (BPA) under GSA Federal Supply Schedule (FSS) Information Technology Category for a period of up to ten years to satisfy TSA FOMCUS requirements. Along with the multiple award BPA, the planned strategy will include simultaneous award of competed task orders. Obligations will be funded at the task order level. TSA's Contracting Officer has determined that this effort may result in actual or potential conflicts of interest with other TSA procurements. Final determinations will be disclosed as they are made. TSA will issue a separate notice under the referenced solicitation regarding access to the TSA Virtual Reading Room (VRR). The VRR will contain documents pertinent to the solicitation, including Sensitive Security Information (SSI). Access will be restricted to TSA-approved vendors and individuals. The notice will outline VRR access rules. This notice is available in the Contract Opportunities section of SAM.gov (https://sam.gov/). SAM.gov is the authoritative source for this requirement. Industry is encouraged to monitor the website for updates, draft documents, and program information. Solicitation documents will no longer be mailed. Register for email notifications to receive updates automatically. Interested parties may submit comments related to the Draft SOO, including effective capabilities, approaches to TSA�s requirements, and suggestions for additional solicitation items. Comments are due by November 11, 2025, at 4:00 PM ET. Late submissions will not be accepted unless determined by the Government. TSA does not plan to hold meetings with offerors at this time. Reference the notice number in your response. Responses should not exceed ten pages. TSA does not intend to respond to all submissions or inquiries related to this notice. No information will be provided over the phone.
