Presolicitation Fiber Optic Connector Repair Naval Air Warfare Center Aircraft Division ______________________________________________________________________________ Presolicitation: Fiber Optic Connector Repair, Part Number 4091AS0168-1 N6833526Q1122 Classification Code: 4920 - Aircraft maintenance and repair shop specialized equipment NAICS Code(s): 334417 -Fiber Optic Connectors manufacturing Location: Naval Air Warfare Center Aircraft Division Lakehurst Notice Type: Presolicitation The Naval Air Systems Command, Lakehurst, NJ intends to issue a contract on a limited competition basis between Cherokee Federal and their authorized distributors for the acquisition of fifteen (15) P/N 4091AS0168-1, Nomenclature: Fiber Optic Connector Repair. The Fiber Optic Installation Kit contains tools that are used to make repairs to the fiber optic connectors. Fifteen (15) P/N 4091AS0166-1, Nomenclature: Fiber Optic Insertion Loss Test Set (FOTS). The P-8A fiber optic insertion loss set contains specific test leads and test adapters required to properly utilize the FOTS. Eighteen (18) P/N 4091AS0270-1, Nomenclature: Fiber Optic inspects and clean test set. Means for the maintainer to test, inspect, and clean the fiber optic cable assembly is required The proposed contract action is for supplies for which the Government intends to solicit and negotiate on a limited competition basis under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". Cherokee Federal is the sole designer, developer, and manufacturer of these specific part numbers. No other equivalent kits or test sets can satisfy the critical technical, form-fit-function requirements of the P-8A Poseidon platform without substantial duplication of cost and unacceptable delays to fleet readiness. This notice of intent is not a request for competitive proposal; however, the Government will consider all responses received within 15 days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive requirement. A determination by the Government not to open the requirement to full and open competition based upon responses to this notice in solely within the discretion of the Government. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Ms. Alexis Kelly at alexis.r.kelly.civ@us.navy.mil. Responses to this notice must be submitted by 19 June 2026. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must be advantageous to the Government in a future competition.
