Description
This is not a request for quote/proposal but a synopsis notice. Pursuant to FAR 5.203(a) Washington Headquarters Services, Acquisition Directorate (WHS/AD), on behalf of the Office of the Undersecretary of War for Research and Engineering (OUSW(R&E)) ManTech Program, intends to extend a short-term, sole source bridge contract to the incumbent Contractor, PM2 Strategies, LLC. [CAGE Code: 6XL90, UEI: CNWLMKKGG848, 25679 Woodpath Trl., Westlake, OH 44145-5706]. The Contractor is currently performing services under Contract Number GS03F041GA/47QFLA21F0099 with services concluding on May 5, 2026. The anticipated period of performance for the bridge contract is from May 6, 2026, through November 6, 2026. The anticipated award will be made under the authority of Federal Acquisition Regulation (FAR) Overhaul 12.102, Restricting competition and 6.103-1(c)(2)(i), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. For DoD, NASA, and the Coast Guard, for the continued provision of highly specialized services would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The contract is intended to meet OSW ManTechs requirement to provide technical, professional, administrative, management, policy, and operational support to OUSW(R&E) and the Air Force Research Laboratory, Manufacturing and Industrial Technologies Division (AFRL/RXM). The follow-on requirement is currently in the market research and acquisition planning phase with an anticipated award date of June 19, 2026 (Ref. Notice ID #JI20230822-002). This notice of intent is not a request for proposals. Requests for copies of a solicitation in response to this notice will NOT be honored or acknowledged.
