This is not a Solicitation (Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB)). This is a Presolicitation Notice ONLY. A solicitation is not currently available. This pre-solicitation notice serves as a synopsis and is issued in accordance with FAR Overhaul 5.101, Presolicitation Notice. This notice is for informational purposes only. Vendors are not required to respond to this pre-solicitation notice. Vendors shall not submit offers until, and unless, the solicitation is posted on the Governmentwide Point-of-Entry (GPE) at https://sam.gov and https://www.fedconnect.net/. This announcement shall NOT be construed as a commitment by Department of Energy (DOE) / National Nuclear Security Administration (NNSA) to award a contract. DOE/NNSA reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner DOE/NNSA determines is appropriate, including, but not limited to, the creation of a solicitation. Description: The U.S. Department of Energy (DOE)/National Nuclear Security Administration (NNSA) Office of Secure Transportation (OST) (NA-15) has a requirement for medical services to support the OST Human Reliability Program (HRP). The HRP is a systematic safety and security reliability program designed to ensure individuals who occupy positions affording access to nuclear materials/components meet the highest standards of reliability and physical and mental suitability. The HRP establishes criteria to ensure that over 400 Federal Agents, applicants, and designated staff, who are being evaluated for program participation; do not have emotional, mental, physical incapacities, conditions or circumstances that may be of a security or safety concern which could result in unauthorized access or cause damage to national security. OST requires contractor medical support for HRP certification recommendations, continuous monitoring, and re-certification of personnel assigned to perform nuclear explosive and special nuclear materials transportation duties. As part of this service, the contractor is required to provide health professionals capable of supporting a diverse array of OST occupational health programs/services that include clinical, psychological, advanced field medical oversight and training, environmental, safety, security, emergency management, laboratory, medical, and technical evaluation. DOE/NNSA intends to compete the subject requirement by permitting all eligible 8(a) small business concerns to submit a Technical and Cost Proposal for award consideration. Solicitation Information: This requirement will be set aside for eligible 8(a) small businesses under the Small Business Administration (SBA) 8(a) Business Development Program. DOE/NNSA intends to issue Solicitation No. 89233125RNA0000257 in support of this requirement in December 2025. NNSA/DOE expects to make one (1) award. The anticipated award contract type is a Hybrid Firm Fixed Price/Time-and-Materials contract. At this time, DOE/NNSA anticipates the award date to be around April 2026. The applicable North American Industry Classification System (NAICS) code is 621999, All Other Miscellaneous Ambulatory Health Care Services, with a small business size standard of $20.5M.
