Description
The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with HABCO Industries LLC (HABCO), CAGE: 51826, for the issuance of a Purchase Order (PO). The designated contractor, HABCO, shall provide to the Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst the manufacture and delivery of the Differential Angle Protractor (DAP) (P/N SK2022DAP) and the Water Validation Test Set (P/N SK2022GMV). HABCO is the sole designer, developer and manufacturer of the Differential Angle Protractor (DAP) and Water Validation Test Set. HABCO has an exclusive agreement with Sikorsky Aircraft, who design and built the H-60 helicopter and has access to aircraft drawing and engineering source data. HABCO states that they own the proprietary technical data and they do not have any distributors. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract. Responses must be recieved within fifteen (15) days of publication of this notice via email no later than 17 February 2026 at 1:00 P.M. EST to Eric Glawson at eric.j.glason.civ@us.navy.mil.
