NOTICE OF INTENT TO AWARD A SOLE-SOURCE Description: The 354th Contracting Squadron/PKB, lntends to award a sole source firm fixed -price contract for a demonstration/static displays using 1943 AT-6D Texan, 1952 Harvard MkUV(T-6G), 1942 Consoldated BT-1, 1946 L-1 3 Dragon Fly at the 2026 Air Show. The work to be accomplished under the direction/control of the Director of Air Operatlons for the Arctic Lightning Open House 2026. CLINS: CLIN 0001 - Trucks and trailers CLIN 0002 - 1943 AT-6D Texan CLIN 0003 - 1952 Harvard Mk IV( T-6G) CLIN 0004 - 1 942 Con sol l d a ted BT-1 3 CLIN 0005 - 1 946 L-13 Dragon Fly CLIN 0006 - Engine Oil , Hydraulic Fluid, and Smoke Oil CLIN 0007 - " Morning Wake Up" Flight, for a total of 30 minutes. Includes 2 of the 4 aircraft. CLIN 0008 - Airshow Flying. Includes 2 of the 4 aircraft. CLIN 0009 - Appearance Fee for all 4 aircraf: All services wlll be provided by: Commemomrative Air Force 5661 Mariner DR Dallas, Texas 75237 CAGE :06JG4 Justification: This acquisition will be a sole source firm fixed -price contract because the market research was done through talking to SME' s ln the lndustry, online searches, and discussions with personnel at the International Convention of Air Shows. All available AT-6D Texan, 1952 Harvard Mk UV (T-6G), 1942 Consolidated BT-13, 1946 L-13 Dragon Fly were spoken to. Out of that group, only one business was both willing and able to perform the required services. Historically for all Eielson Open House Air Shows only CAF based in Anchorage has been the only company willing to make the trip to interior Alaska . The Government is not aware of any other vendors other than Commemorative Air Force to provide these services without compromising the required criteria cited in the sole source justification letter. The Government lntends to acqire this requirement under the guidelines of FAR Part 6. The Government intends to solicit and negotiate directly with CAF in accordance with FAR 6.103-1(b) Only one responsible sourve and no other supplies or services will satifsy agency requirements, (a) Authority, (1) Citations: 10 U.S.C 3204(a)(1). This is not a solicitation for competitive quotes.However if any interested party that can provide this product without comprimisng the required criteria, you may submit a statement of capabilities that may be considered by the 354th Contracting Squadron. A statement of capabilites must include the Air Frames listed above and a written plan for the Air Show. These requirements shall be received by 1300 (AKDT) on 18 March 2026. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. The capablity statement, a price list and any other information furnished must be provided via email and must contain material in sufficient detail to allow the Government determination if the part can meet the requirements being asked for. Place of Performance: The project site is located at Eielson Air Force Base, AK 99702, approximately twenty-five (25) miles south -east of Fairbanks, Alaska on the Richardson Highway. The performance will take place on the ramp and in the airspace encompassed by the Arctic Lightning TFR over the field. THIS IS NOT A REQUEST FOR QUOTE .
